Fintech incubator FORMS HK, oracle network Chainlink, financial services firm APEX Group, and tokenised securities advisory CSpro have collaborated to launch the Tokenized Securities Framework (TSF) under Hong Kong’s Blockchain Valley@Cyberport ecosystem initiative.
A joint effort by FORMS HK and digital tech hub Cyberport, the Blockchain Valley@Cyberport ecosystem initiative was built to encourage collaboration and innovation within blockchain, web3, digital assets, and next-generation financial market infrastructure, ultimately leading to real-world adoption.
TSF will establish an integrated infrastructure layer that standardises the full lifecycle of tokenised securities offering (TSO), connecting technology systems, regulated distribution channels, asset servicing capabilities, and settlement frameworks. By integrating both asset and settlement ecosystems within a unified architecture, the aim is to support a more efficient, connected, and scalable capital markets infrastructure within a controlled and compliant environment.
The framework will adopt the ERC‑3643 token standard to embed compliance controls directly within the asset layer, enabling permissioned participation aligned with regulatory requirements. It is designed to be technology-agnostic, allowing integration with multiple blockchain protocols and evolving market infrastructures.
The connectivity layer, known as TS Connect, will handle investor onboarding, distribution, workflow orchestration, and ongoing participant engagement across issuers, intermediaries, investors, and ecosystem partners. It will also support deployment through sandbox environments and pilot transactions, enabling validation, interoperability testing, and integration across financial systems.
The current focus is on primary issuance workflows, lifecycle management, servicing, settlement-related integration, infrastructure interoperability, and market adoption. Secondary market trading is not covered.
